Britain arrested **62,199 people for speech crimes** in five years. That is 34 people arrested every single day.
The data comes from Big Brother Watch, a civil liberties group. They filed Freedom of Information requests to 38 of Britain's 45 police forces. The period covered January 2021 through December 2025.
Police used at least three laws to make the arrests. People were arrested for posting online, making offensive jokes, and other "communication offences."
**The real number could be far higher.** Seven forces refused to share their data. Big Brother Watch estimates the true total may reach 73,000. That is one arrest for every 940 people in Britain.
Of those 62,199 arrested, only 18,520 were charged. Lord Toby Young leads the Free Speech Union. He wrote in the Mail on Sunday. He said only one in five arrested people ended up convicted.
"Shoplifting, mobile phone theft and sexual offences are all on the rise," Lord Young wrote. "Yet the police seem increasingly obsessed with catching thought criminals."
**Where you live changes your risk.** Cumbria recorded 25.69 arrests per 10,000 people. Staffordshire recorded just 0.58. That is a difference of more than 40 times.
Big Brother Watch says local demographics do not explain a gap that large. The group says some forces built a culture of speech policing. Broad laws give officers wide room to decide what counts as criminal.
"If individuals face substantially different risks of arrest depending on where they live, the principle of equal treatment under the law is called into question," the group said.
Silkie Carlo directs Big Brother Watch. She called the situation "Orwellian." She wants Andy Burnham to order an independent review of speech laws and police training.
"Thousands of people are being arrested for controversial speech, online jokes and non-violent protest," Carlo said. "People have even been arrested for holding blank pieces of paper."
Both Labour and Conservative governments used these laws. The report says unaccountable police culture, enabled by overly broad laws, drives the arrests.
